Andhra Pradesh Innovation & Startup Policy (4.0) 2024-2029
Launched in March-April 2025, the latest AP Innovation & Startup Policy (4.0) for 2024-2029 aims to significantly boost the state's startup landscape. This policy replaces previous IT and Startup policies and outlines a comprehensive framework to support and nurture startups.
Key Objectives of the Policy:
- Create 20,000 new startups over the next five years.
- Generate 100,000 jobs in the startup ecosystem.
- Foster the creation of 20 Soonicorns and 10 Unicorns.
- Establish 10 new Centres of Excellence (CoEs) in emerging technologies like AI, blockchain, quantum computing, health tech, EVs, and advanced manufacturing.
- Strengthen the innovation ecosystem across key cities: Visakhapatnam, Vijayawada, Tirupati, Kurnool, Anantapur, and Kakinada.
Key Pillars of the Startup Ecosystem in AP
Comprehensive Support for Startups
The Andhra Pradesh government is focusing on multiple areas to create a conducive environment for startups:
1. Institutional Support & Nodal Agency:
- Andhra Pradesh Innovation Society (APIS): This is the nodal agency under the IT, Electronics, and Communications Department, responsible for spearheading efforts to promote innovation and entrepreneurship. APIS identifies, nurtures, and promotes prospective startups.
- Ratan Tata Innovation Hub (RTIH): Established in Amaravati as the state's central innovation hub, supported by five regional centers in Rajahmundry, Vijayawada, Vizag, Tirupati, and Anantapur. These hubs provide infrastructure, mentorship, and support.
2. Infrastructure & Co-working Spaces:
- Development of world-class incubation centers, accelerators, and co-working spaces across the state.
- Provision of facilities like high-speed Wi-Fi, power backup, meeting rooms, and digital infrastructure.
- Focus on creating specialized industrial parks and flatted factory complexes for startups, particularly in manufacturing.
3. Financial Incentives & Funding:
- Seed Funding & Grants: Provision of seed capital and grants for innovative ideas and promising startups.
- Monthly Allowance for Startups: Financial assistance in the early phase, with varying amounts (e.g., ₹15,000 to ₹50,000) for eligible startups, particularly those focused on manufacturing and job creation.
- Subsidies: Subsidies on land and power costs to enhance operational efficiency.
- Reimbursement of Sales Tax: Potential reimbursement of sales tax for eligible startups.
- Access to Government Schemes: Facilitating access to various central government schemes like Startup India benefits (tax exemptions, IPR benefits, simplified compliance).
- Departmental Budget Allocation: 15 key government departments (including IT, agriculture, health, transport) are mandated to allocate ₹10-20 crore annually to support startups through innovation challenges, hackathons, and proof-of-concept projects.
4. Intellectual Property (IP) Support:
- IP Facilitation Centers: In association with organizations like National Research Development Corporation (NRDC) and UN World Intellectual Property Organisation (WIPO), these centers provide services for patent filing, copyright, trademark registration, technology transfer, and IPR awareness programs.
5. Skill Development & Talent Pool:
- Programs aimed at creating an industry-ready talent pool and fulfilling the demand for skilled manpower in emerging technologies.
- Support for skill upgradation and training.
6. Market Access & Procurement:
- Connecting entrepreneurs to domestic and global marketplaces.
- Easier public procurement norms for startups to participate in government tenders.
How to Avail Startup Benefits in Andhra Pradesh
General Steps for Startups
To benefit from the Andhra Pradesh Startup Policy and incentives, startups generally need to follow these steps:
- Register Your Startup: Ensure your business is registered in Andhra Pradesh and recognized by the Department for Promotion of Industry and Internal Trade (DPIIT) under the Startup India initiative.
- Apply on AP Startup One Portal: The **AP Startup One Portal** is designed as a single-window platform for startups to apply for financial assistance, incubation support, and other incentives. This is the mandatory portal for seeking government support.
- Submit Business Plan/Proposal: For specific grants or allowances, a detailed business plan highlighting innovation, job creation potential, and alignment with focus sectors may be required.
- Upload Documentary Proofs: All necessary documents supporting eligibility and claims must be uploaded on the Incentive Application Portal (a sub-part of AP Startup One Portal).
- Verification & Sanction: The concerned departments will scrutinize, verify, and validate the application before sanctioning the incentives.
Startups incubated at RTIH (Ratan Tata Innovation Hub) or other registered incubators in AP will be facilitated to claim incentives through this portal.
