The Evolving Landscape of Education Boards in Assam

The education system in Assam, like in other states, is governed by various boards responsible for curriculum development, examination conduct, and certification. Recently, a significant reform has taken place to streamline school education in the state.

The primary state boards traditionally overseeing secondary and higher secondary education in Assam were the **Board of Secondary Education, Assam (SEBA)** and the **Assam Higher Secondary Education Council (AHSEC)**. However, in line with the National Education Policy (NEP) 2020 and to enhance a unified approach, these two boards have been merged.

Assam State School Education Board (ASSEB): The Unified Authority

The **Assam State School Education Board (ASSEB)** has been established under the Assam State School Education Board Act, 2024, by merging SEBA and AHSEC. This new unified board aims to bring Class 9 to Class 12 education under a single administrative umbrella, improving coordination, efficiency, and quality.

ASSEB officially came into existence on September 13, 2024. For administrative purposes, the former SEBA is now referred to as **ASSEB, Division - I**, and the former AHSEC as **ASSEB, Division - II**. While the official website `asseb.in` is under development to reflect all changes, the individual portals for SEBA and AHSEC are still accessible and used for various services related to their respective examinations.

Functions of ASSEB (erstwhile SEBA & AHSEC):

  • Curriculum Development: Designing and revising syllabi for classes 9 to 12.
  • Examination Conduct: Conducting the High School Leaving Certificate (HSLC) Examination (Class 10) and the Higher Secondary (HS) Final Examination (Class 12).
  • Result Declaration: Timely declaration of examination results.
  • Affiliation: Affiliating and regulating secondary and higher secondary schools in Assam.
  • Quality Assurance: Ensuring the quality of education imparted in affiliated institutions.
  • Issuance of Certificates: Providing academic certificates to successful candidates.

Note: From 2027, ASSEB also plans to conduct Class 12 board examinations twice a year, offering students a second chance to improve their scores, aligning with NEP 2020 recommendations.

Board of Secondary Education, Assam (SEBA) - Now ASSEB, Division - I

Prior to the merger, SEBA was the primary board responsible for secondary education, particularly the Class 10 (HSLC) examinations. While now a division of ASSEB, its legacy functions and online portals continue to be vital for students, schools, and parents concerned with the HSLC examinations.

Key Functions (as SEBA, Division - I of ASSEB):

  • Conducts the High School Leaving Certificate (HSLC) Examination.
  • Prescribes curriculum for Class 9 and 10.
  • Manages services like duplicate certificates, migration certificates, and e-verification for HSLC.

Assam Higher Secondary Education Council (AHSEC) - Now ASSEB, Division - II

Before the formation of ASSEB, AHSEC was the dedicated board for higher secondary education (Class 11 and 12). It continues its operations as ASSEB, Division - II, focusing on the HS Final examinations and related academic aspects.

Key Functions (as AHSEC, Division - II of ASSEB):

  • Conducts the Higher Secondary (HS) Final Examination (Class 12).
  • Prescribes curriculum for Class 11 and 12.
