What is Deen Dayal Swasthya Seva Yojana (DDSSY)?

Launched on September 1st, 2016, DDSSY is a flagship health initiative by the Government of Goa. It is designed to provide universal health coverage through a cashless insurance model, covering a wide range of medical procedures, hospitalization expenses, and certain chronic conditions.

DDSSY Scheme Benefits & Coverage

The scheme offers substantial financial protection for various medical needs:

• Cashless Treatment: Beneficiaries can avail of cashless treatment at network hospitals up to their annual coverage limit.
• Annual Coverage:
  • Up to **₹2.5 lakhs** per annum for a family of three or less members.
  • Up to **₹4 lakhs** per annum for a family of four or more members.
• Flexible Utilization: The insurance benefits can be utilized individually or collectively by family members.
• Covered Procedures: The scheme covers over 447 medical procedures, including hospitalization and surgeries.
• Chronic Disease Support: Includes medication for chronic lifestyle diseases like Diabetes and Hypertension (amount typically not exceeding ₹15,000 per annum).
• Debilitating Disorders: Medication for conditions like Epilepsy, Multiple Sclerosis, and Cerebral Palsy is also covered.
• Mental Health/Ayurveda: Hospitalization for mental health or Ayurvedic treatment (based on NIMHANS/AYUSH advice), restricted to Government Hospitals/Institutions.
• High-end Diagnostics: Available on referral from Government Hospitals/Doctors at fixed rates by GMC.
• Free OPD Services: Free Outpatient Department (OPD) and primary care services are available at GMC and DHS Medical Institutes for DDSSY members.

It's important to note that individuals can opt for higher coverage directly from the insurance company by paying a higher premium, without affecting existing government facilities.

DDSSY Eligibility Criteria

To be eligible for the Deen Dayal Swasthya Seva Yojana, applicants must meet the following conditions:

• Goa Residency: Any person residing in the State of Goa for five years or more is declared an eligible person. Proof of minimum 5 years continuous residency in Goa is mandatory.
• Family Definition: A family of an eligible person is defined as his/her Spouse, Unmarried Children, and Dependent Parent(s) / In-Laws (in case the eligible person is female). This family unit cannot be split.
• Exclusions: Central/State Government employees and their families who are already covered under government medical reimbursement schemes are not eligible for DDSSY.

The scheme aims to cover the general resident population of Goa who do not have other government-provided medical benefits.

Application Process for DDSSY (New Enrollment & Renewal)

The application for DDSSY, both new enrollment and renewal, is primarily online through the Goa Online portal:

Procedure to Apply (New Enrollment):

1. Register and Login: Register yourself on goaonline.gov.in and then log in to your account.
2. Fill Details: Fill in the details of the eligible person/head of the family.
3. Add Member Details: Add all eligible family member details to the application.
4. Upload Residence Proof: Attach residence proof for a minimum of 5 years (self-attested). Applications without this proof will not be considered.
5. Caste/Income Details (if applicable): If you need to avail concession on registration fees, provide Caste/Income details (e.g., OBC non-creamy layer, SC/ST, differently-abled).
6. Aadhaar Card: Attach Aadhaar cards for all family members. For minors without Aadhaar, a birth certificate can be attached.
7. Pay Fees:
   • For a family of 3 or less members: ₹200/-
   • For a family of 4 and above members: ₹300/-
   • A 50% concession is available for OBC (non-creamy layer), SC/ST, and differently-abled eligible persons upon submission of appropriate documents.
8. Submit and Track: Pay the fees and note down the Acknowledgement Number for tracking the application status. DDSSY e-card will be available for download upon verification and approval.
9. Card Collection: Collect your physical DDSSY card within 30 days from the selected office upon approval.

Procedure to Renew:

1. Login: Log in to goaonline.gov.in.
2. Navigate: Go to Services Menu → All Services → DDSSY → Deen Dayal Swasthya Seva Yojana (DDSSY) - Renewal.
3. Enter DDSSY Card No: Enter your DDSSY Card No and search for member details.
4. Generate OTP: Generate OTP to your registered mobile number and validate.
5. Update Details (if necessary): Fill in mandatory fields if it's a renewal with updation and upload relevant documents.
6. Pay Fees: Pay the annual renewal fee (same as new enrollment fees).
7. Track Status: Note down the Acknowledgement Number for tracking. Communications are sent to the registered mobile number.
8. Compliance: If marked for compliance, applicants must comply within 30 days or by the end of the policy period, whichever is earlier, to avoid rejection and forfeiture of the amount.
