Three-Tier Panchayat Raj System in Karnataka

Karnataka follows a three-tier system of local self-governance in rural areas, established under the Karnataka Panchayat Raj Act, 1993:

  • Gram Panchayats (GPs): The lowest tier, at the village or cluster of villages level. They are responsible for basic civic amenities, local planning, and direct public interaction.
  • Taluk Panchayats (TPs): The intermediate tier, at the Taluk (Block) level. They coordinate development activities within the taluk and supervise Gram Panchayats.
  • Zilla Panchayats (ZPs): The highest tier at the district level. They are responsible for district-level planning, implementation of development schemes, and supervision of Taluk Panchayats.

  • Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA):

    A flagship program providing a legal guarantee for 100 days of wage employment in a financial year to adult members of any rural household willing to do unskilled manual work. RDPRD is the implementing agency in Karnataka.

  • Swachh Bharat Mission (Grameen) - SBM (G):

    Aims to achieve universal sanitation coverage in rural areas, focusing on ending open defecation and managing solid and liquid waste. The department facilitates the construction of individual household latrines (IHHLs) and community sanitary complexes.

  • Jal Jeevan Mission (JJM):
