The Kerala government, through KSUM, provides comprehensive support to startups across various stages:

Startup Registration Process in Kerala

To access the benefits and support offered by the Kerala Startup Mission, a startup typically needs to complete a two-step registration process:

Step 1: Company/Entity Incorporation

Before applying for startup recognition, your business must be legally incorporated in India. This usually involves registering your entity under the Ministry of Corporate Affairs (MCA). Common structures for startups include:

  • Private Limited Company: Under the Indian Companies Act, 2013.
  • Limited Liability Partnership (LLP): Under the Indian LLP Act, 2008.
  • Registered Partnership Firm: Under the Indian Partnership Act, 1932.

The process generally involves obtaining Digital Signature Certificates (DSCs) and Director Identification Numbers (DINs) for directors/partners, checking name availability, and filing the relevant e-forms (like SPICe+) with the Registrar of Companies (RoC).

Step 2: Startup India Recognition (DPIIT) & KSUM Unique ID

After legal incorporation, it is highly recommended to obtain recognition from the Department for Promotion of Industry and Internal Trade (DPIIT) under the Startup India program, and then register with KSUM for state-specific benefits.

A. DPIIT Recognition:

  1. Register on Startup India Portal: Go to https://www.startupindia.gov.in/ and create a profile.
  2. Fill DPIIT Application: Provide details about your business, its innovation, scalability, and potential for wealth/job creation.
  3. Upload Documents: Include Certificate of Incorporation, pitch deck, website link/product screenshots, and director KYC.
  4. Review & Approval: DPIIT officials review the application. Upon approval, you receive a digital Startup India Recognition Certificate.

Eligibility for DPIIT Recognition: Your entity must be incorporated as a Private Limited Company, LLP, or Registered Partnership Firm, be less than 10 years old, have an annual turnover less than INR 100 Crores in any previous financial year, and be working towards innovation/improvement of products/services/processes with potential for employment/wealth creation.

B. KSUM Unique ID Registration:

To access Kerala-specific benefits and schemes, register your recognized startup with Kerala Startup Mission.

  1. Visit KSUM Portal: Go to the official KSUM website: https://startupmission.kerala.gov.in/pages/startinkerala
  2. Create Account/Login: Create a new account or log in if you have Startup India credentials.
  3. Complete Profile: Fill in your business model details, team information, and market strategy.
  4. Apply for Unique ID: Follow the instructions to apply for a KSUM Unique ID.
  5. Verification & Approval: KSUM verifies your details. If your Startup India records confirm registration in Kerala, approval is often instantaneous; otherwise, it may take 2-3 working days.
  6. Receive Certificate: Upon successful registration, you will receive a digital certificate for your KSUM Unique ID.

Startup Funding & Grants by KSUM

KSUM offers various financial schemes and grants to support startups at different stages:

1. Innovation Grants:

Provides financial assistance to convert innovative ideas into ventures.

  • Idea Grant: Up to ₹2 lakhs for students and early-stage entrepreneurs to create prototypes.
  • Productization Grant: Up to ₹7 lakhs (or ₹5 lakhs based on older guidelines) for startups with a working prototype to refine their product.
  • Scale-up Grant: Up to ₹12 lakhs (or ₹5 lakhs based on older guidelines) for startups with product revenue/investments to scale their business.
  • R&D Grant: Up to ₹30 lakhs for hardware or deep tech startups with working prototype/IP needing R&D for product development.

2. Seed Fund Scheme:

Provides early-stage financial assistance to innovative technology-based startups.

  • Up to ₹15 lakhs at a subsidized interest rate (e.g., 6% per annum).
  • Supports product development, testing, trials, test marketing, mentoring, professional consultancy, IPR issues, and manpower for day-to-day operations.
  • Eligibility typically requires the startup to be a registered LLP or Pvt. Ltd. company in Kerala with an active KSUM Unique ID and DPIIT recognition.

3. Early-Stage Equity Funding (Fund of Funds):

KSUM partners with SEBI-accredited Venture Capital Funds to create corpus funds, investing in early-stage startups with ticket sizes ranging from ₹25 lakhs to ₹2 crores.

4. Patent Support System:

  • Up to ₹2 lakhs reimbursement for Indian Patents.
  • Up to ₹10 lakhs reimbursement for US Patents.
  • Grants for student entrepreneurs for patent registration and interest subsidies on bank loans for patent-based projects.

5. Women Entrepreneurship Support Program:

Tailored support for women-led startups (51% shares with women founders) including pre-incubation, business support, and seed funding support.

6. Marketing Expense Reimbursement:

50% subsidy on marketing expenses incurred by the startup for digital/print media branding, product launches, corporate/product promo video production, and PR activities.
