1. Objectives and Benefits of CMHT
The primary objective of the CMHT scheme is to reduce the financial burden of medical expenses on the state's vulnerable population. It provides comprehensive health coverage for a wide range of ailments.
Key Benefits:
- Cashless Treatment: Beneficiaries can avail cashless treatment up to ₹5 lakh per family per year at a network of empanelled government and private hospitals.
- Critical Illness Coverage: The scheme covers primary, secondary, and tertiary care for critical diseases, including cardiovascular diseases, cancer, kidney diseases, burns, and liver ailments.
- Travel and Daily Allowance: The scheme includes a provision for a transport allowance for in-state treatment and a daily allowance for treatment outside the state. It may also cover air or train fare for the beneficiary and one attendant for treatment outside Manipur.
2. Eligibility Criteria
The CMHT scheme is specifically designed for the economically disadvantaged and certain other vulnerable groups of Manipur residents. The eligibility is primarily based on the Socio-Economic Caste Census (SECC) data.
Who is Eligible?
- Families identified under the Socio-Economic Caste Census (SECC).
- Antyodaya Anna Yojana (AAY) card holders.
- Disabled persons and widows who are permanent residents of Manipur.
- Other poor and needy families, subject to verification by the Deputy Commissioner (DC) of the respective district.
Anganwadi Workers and Helpers are also eligible for the scheme.
3. How to Apply/Enroll
The application and enrollment for the CMHT scheme are conducted through a physical process at designated centers in Manipur. Eligible individuals must be present in person to complete the registration.
Step-by-Step Application Process:
- Notification: ASHA workers in your locality will often inform eligible families about upcoming enrollment camps or drives. You can also check with your local District Hospital, CHC, or PHC for details.
- Visit an Enrollment Kiosk: Go to a designated enrollment kiosk at a District Hospital, CHC, or PHC with all the required documents.
- Document Verification: A verifying officer will check your eligibility based on the SECC data, AAY card, or other proofs. Biometric data (fingerprints and photos) of family members will be captured.
- Payment and Receipt: A nominal fee of ₹50 is charged for the health card (exempt for AAY card holders, widows, and disabled persons). You will be given a receipt as proof of application.
- Card Collection: After successful verification, you will receive an SMS notification to collect your CMHT health card from the designated center.
For families not on the SECC list, the application will be sent to the Deputy Commissioner for physical verification of the family's socio-economic status. Upon approval, the health card will be issued.
