Overview of Land Records in Nagaland

The management and maintenance of land records in Nagaland are overseen by the Directorate of Land Records and Survey. Due to the state's unique landholding system, which is largely governed by tribal customary laws, the land record system is primarily applicable in government lands, towns, administrative headquarters, and the Dimapur Mouza. While the state is part of the Digital India Land Records Modernization Programme (DILRMP), the online system is still evolving, and the offline process remains the most reliable method for obtaining certified documents.

Online Services and Record of Rights (RoR)

The Directorate of Land Records and Survey has launched a portal to provide online access to land records, particularly for the Record of Rights (RoR). These records offer a snapshot of land ownership and details. However, users should note the following:

  • The online data and digital maps available on the portal are based on surveys conducted between 1994 and 1997 and may be outdated.
  • For any official and legally binding information, it is essential to approach the department directly.

How to check Records of Rights (RoR) online:

Visit the official portal and use the provided tools to search for land records. The system allows you to view cadastral details and visualize them on a map, but the issuance of certified copies is typically an offline process.

Offline Process for Certified Land Records

To obtain a certified copy of a land record (e.g., RoR or Patta) in Nagaland, you need to follow these steps:

  1. Obtain Application Form: Get the application form from the Directorate of Land Records and Survey office or the nearest Sub-Registrar's office.
  2. Fill and Attach Documents: Complete the form with accurate details and attach photocopies of all required documents, such as identity and address proof, land revenue receipts, and property deeds.
  3. Submit and Pay: Submit the application to the designated counter and pay the requisite fees. Ensure you receive an official receipt for the payment.
  4. Verification and Issuance: After submission, the department will verify the documents. Upon successful verification, a signed and certified copy of the land record will be issued, which is legally valid for all commercial and official purposes.

Required Documents for Application

When applying for a certified copy of a land record, you will typically need to provide the following documents:

  • Proof of Identity (Aadhaar Card, Voter ID, Passport, etc.)
  • Proof of Address (Electricity bill, Ration card, etc.)
  • Latest land revenue receipt (Khajana receipt)
  • Copy of the property sale deed or other property documents
