The Panchayati Raj system in Sikkim is a decentralized, two-tier system of local self-governance. It was established under the Sikkim Panchayat Act, 1993, in accordance with the 73rd Constitutional Amendment. The system is comprised of two key bodies:

  • Gram Panchayats (Village Level): These are the grassroots-level bodies responsible for planning and implementing development schemes at the village level. They handle issues related to sanitation, health, and local infrastructure.
  • Zilla Panchayats (District Level): These bodies work at the district level to oversee and coordinate the work of the Gram Panchayats. They are also responsible for larger-scale projects and ensuring the effective implementation of government policies.

The system aims to empower local communities, encourage public participation in governance, and ensure that development initiatives meet the specific needs of rural populations.

Key Functions and Services

The Panchayati Raj institutions, under the supervision of the Rural Management and Development Department (RMDD), perform a wide range of functions, including:

  • Rural Development Schemes: Panchayats are instrumental in implementing central and state government schemes such as the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and the Pradhan Mantri Awas Yojana-Gramin (PMAY-G).
  • Local Governance: They are responsible for managing and maintaining community assets, public sanitation, and village-level infrastructure like roads and drinking water supply.
  • Revenue Collection: Panchayats have the authority to collect local taxes and fees on properties, water, and other services to fund their local development projects.
  • Community Welfare: They also play a role in social welfare, including the distribution of old-age pensions and other social assistance programs.

Citizen Services and Online Interface

While many services are traditionally provided at the Block Administrative Centres (BACs) and Village Administrative Centres (VACs), the government is working to digitize the process. The main government portal offers information on electoral rolls and a directory of officials. For services like obtaining a Panchayat Recommendation/Clearance Certificate, citizens typically need to visit their local Gram Panchayat office.
